Biography

Jonathan joined the Office of the Attorney General as an Assistant Attorney General in 2010, and currently serves as Senior Counsel to the Maryland Department of the Environment’s Water and Science Administration and the Wetlands and Waterways Program.  He advises on a variety of matters relating to state and federal water law and policy, and represents the agency in litigation, including that related to the Clean Water Act Section 401 water quality certification for the Conowingo Hydroelectric Project. 

He previously worked in private practice as an associate at Mudd, Harrison & Burch and at DLA Piper, with a focus on general litigation and environmental law.  Jonathan graduated from Georgetown University with a B.A. in English, and received his law degree from the University of Maryland School of Law.
